For several years, Tom has given lectures on public procurement and contract law. Tom has broad experience conducting complaints cases before the Complaints Board for Public Procurement and litigating issues before the divisions of the Danish High Court and the Danish Supreme Court. He has also assisted in the handling of several cases before the European Court of Justice. Tom is the chairman of our group of evaluation experts. In addition, he has conducted several cases before both national and international arbitration tribunals. He is a member of our Digital Opportunity Board and is one of the driving forces behind a number of our legal tech solutions, including tilbudsevaluering.dk. Tom is a qualified arbitrator having completed the Danish Bar and Law Society's Arbitrator Training.

Tom Holsøe heads our digitalisation team and advises businesses and authorities with special requirements in relation to IT projects, including in connection with procurement, outsourcing and dispute resolution. Tom's experience includes advice and dispute resolution in the largest public IT projects in Denmark. He also provides specialised advice on green IT, data and cyber security and data protection. He engages primarily in advising public authorities with respect to the organisation and completion of procurement under the EU public procurement directives. Tom also has extensive experience in the drafting of contracts in a range of fields, including especially IT contracts.
