Rass Holdgaard is especially experienced in EU state aid law, including handling complex notification and complaints procedures involving the European Commission. He has provided assistance to authorities in a considerable number of big state aid cases in the tax area, the environmental area, the financial sector, the media sector, the postal sector, the energy sector and the transport sector. He is also very experienced in advising state-controlled entities and public authorities on how to handle EU law issues and procedures, including in relation to state aid, in connection with reorganisation and privatisation.

He is also very experienced in advising state-controlled entities and public authorities on how to handle EU law issues and procedures, including in relation to state aid, in connection with reorganisation and privatisation.

Rass Holdgaard is also very experienced in planning and carrying out studies of the implementation of EU law in Denmark. For example, he assists authorities with carrying out phased compliance and supererogatory checks, including checking how neighbouring countries carry out implementation. He also provides advice to authorities and enterprises about how to develop and root EU compliance culture and risk management in the organisation. Rass is a member of the board of directors of the Danish State Aid Law Association and a member of the editorial panel of the Danish trade journal "Advokaten" (a Danish journal for lawyers published by the Danish Bar and Law Society). He has a PhD from the University of Copenhagen, gives frequent talks and has published a number of articles on EU law subjects in Danish and international journals.
