Annemette Thorgaard specialises in procurement law and contract law and advises public authorities on how to structure and carry out tender processes. She is very experienced in carrying out complex tender processes, including public-private partnerships (PPPs) in a competitive dialogue and public-private innovation partnership (PPIs), and in handling state aid law issues in such connection.

Annemette Thorgaard specialises in procurement law and contract law and advises public authorities on how to structure and carry out tender processes. She is very experienced in carrying out complex tender processes, including public-private partnerships (PPPs) in a competitive dialogue and public-private innovation partnership (PPIs), and in handling state aid law issues in such connection.

Annemette also has extensive experience in drafting contracts and documents, including drafting standard documents to be used by contracting authorities' in their current purchases of goods and services and she advises public authorities on tender strategies, contract management and on how to handle the issues that arise in their regular collaboration with external suppliers. Annemette also advises on amendments to contracts that must be put out to tender and on the conclusion of agreements between contracting authorities that are not subject to an obligation to put contracts out for tender (in-house contracts and horizontal agreements). She also assists public authorities with complaints before the Danish Complaints Board for Public Procurement (Klagenævnet for Udbud). Annemette is a member of the Danish Association for Procurement Law (Dansk Forening for Udbudsret).
